Application for membership of the City of Sanctuary Local Authority Network

Membership of the Network


Any local authority (to include county councils, districts, boroughs or city councils, unitary councils, London boroughs, combined authorities, metropolitan boroughs as well as parish and town councils] can apply to become a member of the network, there are two types of membership:


  1. Awarded member – Local Authority has gone through the award appraisal process and gained recognition*

  2. Non-awarded member – Local Authority has signed up to the vision and values of City of Sanctuary and has committed to working towards the award


* please note that local authorities who were awarded as part of a City-wide recognition process or a self-recognition process (which no longer exists) will be classed as awarded members but will be expected to submit an application form within six months of their membership application. Your local group and/or regional coordinator will be able to clarify for you

Membership Pledge

In applying for membership

1. We agree to sign up as a supporting organisation and endorse the following pledge:-

  • We support the ‘City of Sanctuary’ vision that the UK will be a welcoming place of safety for all and proud to offer sanctuary to people fleeing violence and persecution.
  • We endorse the City of Sanctuary Charter, and agree to act in accordance with City of Sanctuary values and apply the network principles within our work (as far as our specific context enables us to).
  • We recognise the contribution of people seeking sanctuary. Sanctuary seekers are welcomed, included and supported within our context. We expect the LA to support their local CoS group if one exists, and will facilitate contact between them and their local City of Sanctuary group.
  • We are willing for our organisation’s name to be added to a list of supporters of City of Sanctuary, linked to our website. We are also willing to be contacted by City of Sanctuary with further ideas for how we can turn our support into practical action and to discuss ways we might work together to promote the vision further.

2. We agree to work towards a City of Sanctuary Local Authority Award with the aim of becoming a recognised Council of Sanctuary and are also willing to be added to a list of members of the City of Sanctuary Local Authority Network on the website
